Then you need to make sure that the application is no longer in the recycle bin. After you have done this, make sure that the icon for the application is still on the desktop. If so, the application is in fact still running in the background, but it might be not as effective as it used to be and it could be that the application is not running properly anymore.
If all of these check out to be true, then you need to go into the control panel and check that there is no damage to the hardware.
